Mandate
Article 209 of An Act Respecting Health Services and Social Services stipulates:
“Each institution must set up a committee for the users of its services and, (...), allocate to it the special budget provided for that purpose in its operating budget or, in the case of a private institution which is not a party to an agreement, the amount paid for that purpose by the Minister.
If the institution operates a centre offering in-patient services, it must set up an in-patients' committee in each of the centre's facilities.”
Composition
The MUHC Users’ Committee consists of a total of fifteen (15) members, from the sites of the MUHC. One representative from each of the Montreal Chest Institute (MCI), Montreal Neurological Hospital (MNH) and Lachine Hospital sites. Two (2) representatives from Montreal Children's Hospital (MCH) and three (3) representatives from each of the Montreal General Hospital (MGH) and Royal Victoria Hospital (RVH) as well as an In-Patient representative from each of the MCI, MGH, RVH and Lachine Hospital sites. The MUHC In-Patients' Committees consists of three representatives from each of the Montreal General Hospital (MGH), Royal Victoria Hospital (RVH), the Montreal Chest Institute (MCI) and Lachine Hospital sites.
Election
The majority of the members must be users. However, if it is not possible to have a majority of users on the committee, the users may elect another person of their choice, provided that the person does not work for the institution or practise a profession in a centre operated by the institution.
Term of office
The term of office of the members of the users' committee and the members of an in-patients' committee may not exceed three years.
Exclusion
No person under curatorship, neither those working at the MUHC or practicing a profession therein, nor those who have renounced their rights to be on the Committee may be a member of a Users’ committee.
